Mr. Anton Earle

An expert facilitator and trainer in the field of Transboundary and Integrated Water Resources Manangement, Mr. Earle joined SIWI in 2008 as Project Director of Capacity Building. Mr. Earle has extensive experience in capacity-building initiatives, Integrated Transboundary Water Resource Management, policy and institutional development, anti-corruption and stakeholder participation. His diverse skills include project management and design, proposal development, management of research activities and budgets, workshop facilitation and network-building with governmental, donor and NGO professionals.

Previous Experience

From 2005-2008, Mr. Earle was Director of the African Centre for Water Research. There, he oversaw the development and implementation of the Centre’s applied research and capacity building initiatives on cooperative management of shared waters in southern Africa.  From 2003-2005, Mr. Earle served as Deputy Head at the African Water Issues Research Unit (AWIRU) Centre for International Political Studies (CIPS) at Pretoria University, where he lead projects and research on diverse water management and governance issues in the region. 

Key Current and Previous Projects

• Sida International Training Programmes. These programmes, implemented jointly between SIWI and Ramboll Natura include the Transboundary Water Management (Global, MENA and Lake Victoria) and the IWRM (Global, Zambezi and West Africa) components. Additional tailor-made programmes for specific river basin organisations, such as the Cunene and the Limpopo rivers in southern Africa have also been developed.

• A member of the SIWI Projects team working on developing a methodology for the identification and allocation of benefits on transboundary watercourses. This project aims to promote the uptake of Positive Sum Outcomes at the basin as well as the regional level; allowing shared watercourses to play an active role in socio-economic development and political integration.

• WIO-LaB GEF Transboundary Diagnostic Assessment. Led the preparation of a regional synthesis report on issues related to river-coast interactions in the WIO region. This assignment feeds into the preparation of relevant sections of an updated TDA focused on land-based activities in the Western Indian Ocean Region and is implemented by the UNEP.

• Implications of South Africa’s trade policies for water policy and water resources management. A project funded by the Water Research Commission in order for the South African DWAF to form a strategic position on current and forthcoming rounds of trade negotiations and their impact on water services as well as water resources management.

• ORASECOM Stakeholder Participation Strategy development. Responsible for coordinating a group of regional and international experts in working with the Orange-Senqu river Commission to develop a stakeholder participation strategy through a series of workshops and capacity development seminars. Oversaw the development of background materials and presentation of regional examples of stakeholder participation in transboundary water management. Funded by InWEnt (Germany).

• Founding member and former Focal Point of the Global Water Partnership – Southern Africa (GWP-SA) Regional Technical Committee (RTEC); to support its efforts at the country and regional level to implement IWRM

• Associate Producer on the documentary “Running Dry,” which provides an overview of the global water crisis

He is a InWEnt (Capacity Building International - Germany) certified facilitator/trainer and member of southern Africa core group of trainers on transboundary water management issues and a Research Associate of the Kings College London School of Oriental and African Studies Water Issues Group.
