Dr. Håkan Tropp
Dr. Håkan Tropp is one of Sweden’s preeminant water governance experts. His work focuses on water governance issues and multi-disciplinary policy and development work related to sustainable development, with particular emphasis on water resources issues and their integration. In 2004, he joined SIWI as the director of the UNDP Water Governance Facility at SIWI, a demand driven programme that assists governments in water governance reform and improved implementation. Dr. Tropp currently provides policy advice and support and project development in water governance in numerous developing countries and is involved in many networking and capacity building activities, such as building and implementing international training programmes for integrated water resources management and transboundary water, and integrity and anti-corruption in water programming.
Previous Experience
Dr. Tropp’s background extends into the development and implementation of development programming, training programmes, and policy on water issues. Before joining SIWI, Dr. Tropp worked as water resources specialist and policy advisor within the United Nations Development Programme (UNDP), where he prepared the UNDP’s first water governance strategy. As Economic Officer at the United Nations Division for Sustainable Development; he facilitated the normative political process for the Commission on Sustainable Development (CSD) to promote the implementation of Agenda 21. This included preparing the Secretary General’s reports on water resources, biodiversity, land and agriculture.
At the Swedish International Development Cooperation Agency (Sida), he worked as Programme Manager for Environment and managed development cooperation portfolio on environment and development.
In addition, he has been lecturer and researcher at Linköping University and has published numerous articles related to water and environmental governance, the development role of NGOs and development and politics in developing countries.
Dr. Tropp has conducted extensive field research and/or development cooperation work in South Asia and Eastern and Southern Africa.

- Currently developing training programmes on integrity and anti-corruption in water for water managers in SADC-region with WaterNet and Cap-Net
- Authored and co-authored a number of scientific and popular science articles, reports and papers related to governance of water and environment.
- Advisor to the Swedish International Development Cooperation Agency (Sida) on water policy
- Organiser and facilitator of several workshops in various water related topics such as: Gender, Anti-corruption, Water in the Middle-East, Economic growth and development etc.
- UNDP project manager for the Gender and Water Resource Guide and Dialogue on Effective Water Governance. Prepared UNDP’s first water governance strategy
- Numerous extended work-stays in developing countries, including: Zambia, Kenya, Uganda, South Africa, India, Thailand, Kazakhstan, Jordan, Lebanon, Trinidad and Tobago. Shorther assignments have also been carried out in other countries

Dr. Tropp is a founding member and current chair of the Water Integrity Network (WIN). He also serves as a member of the Advisory Editorial Board to the Global Corruption Report 2008 on Water. From 2000-2003, he was on the editorial board of the journal, Natural Resources Forum, published by Elsevier/Pergamon.
