The agenda for water resources management is complex. Water managers are asked to make sure water is available in the quantities and quality needed for economic growth, and to feed a rapidly growing population and deliver water services for all. We can be somewhat reassured that many of the tools and technologies needed are available. The cause of inaction on improving water resources management is rarely that we do not know what to do. The chasm to be crossed is most often implementation. That will require capacity, coordination and substantial and sustained investment.
