			<content:encoded><![CDATA[<p>A workshop on cooperation between the Baltic Sea region and the Lake Victoria region, initiated by the Government of Uganda and the Ministry of Water, Lands and Environment is the background to this paper. The overall outcome of the workshop was that governmental and non-governmental organisations play an important role in the development of the Baltic Sea regional cooperation, that a similar potential exist in the Lake Victoria region, and that there is great potential to develop cooperation between the two regions.</p>
