The positive aspect of the report is the nuanced approach to infrastructure needs, the strong stress given to institutions, and the attention  although still weak  to land/water linkages. However, it is disappointing how weak other perspectives remain, in particular what happens to water after use.</p>

The recommendations presented in this policy brief insist on that the link between economic growth and water degradation must be urgently broken and that policy, planning and implementation must be based on integrated solutions with focus at stakeholder participation.</p>
