H.M. King Carl XVI Gustaf of Sweden presented the prize to Dr Morgan at a Royal Award Ceremony in City Hall, during the World Water Week held in Stockholm, Sweden.

Dr Morgan has spent the last four decades inventing and advancing low-cost practical solutions to provide access to safe sanitation and clean water that are being used by millions of people worldwide.

“Many currently existing solutions to provide clean water and sanitation are unaffordable, impractical and out of reach for the world’s poorest people,” said the Stockholm Water Prize Committee in its citation. “As a result of Dr Morgan’s pioneering work, countless communities now enjoy safer water, a cleaner environment and quality of life.”

On receiving the award, Dr Morgan said: “It is indeed a great honour and privilege to have been presented this unique award. Those of us who work in this vital area are uniquely privileged because we are well placed and have an important role to play in conserving, and yet delivering the most precious resource on Earth – fresh water.

He spoke about the urgency in addressing the sanitation needs of billions of people around the world: “More than 2.5 billion people do not have adequate sanitation – more than one third of humanity. Of these one billion people practice open defecation. This is largely a function of poverty, with serious human consequences.”

Mr. Eliasson said that “we must continue to break taboos. As was the case for the word “toilets” a few years ago. It is time to incorporate “open defecation” in the political language and in the diplomatic discourse today.”

Yet, access to safe drinking water affects almost half of the world’s population, particularly those in developing countries.

On Wednesday July 10, SIWI’s Dr. Anders Jägerskog will take part as a panellist in a session on Sustainable Water Solutions held at the World Justice Forum in The Hague. The session will place an emphasis on better management of water resources, as well as sanitation and hygiene.

The panel will discuss the important improvements needed in order promote better access to safe drinking water; the role of technology and governments in water management and infrastructure; and the importance of water safety in order to meet the Millennium Development Goals.

At the closing session of this year’s World Water Week, participants voted unanimously on a statement to the MDG Review Summit. The Stockholm Statement stipulates that MDGs cannot be achieved without giving more attention to water and sanitation as cross-cutting solutions for achieving the other goals in addition to their status as MDG targets.

Reflections on the MDG Summit
The timing could have been pure coincidence. But just one week after the UN Millennium Development Goal Summit in New York, the UN Human Rights Council recognised the right to water and sanitation as a human right.

By establishing a legal framework, defining who is responsible for fulfilling the right, and promoting pro-poor and non-discriminatory service provision, human rights standards can effectively strengthen poverty reduction efforts.

This Policy Brief aims to identify basic challenges in implementing the human right to water and sanitation, and to guide decision-makers in some of the priorities that need to be agreed to secure safe, acceptable and accessible water for domestic purposes for everyone.

The Uganda National Integrity Survey III, released in 2008 by the Inspectorate of Government, recommended that if Uganda was to make real progress in tackling corruption nationwide, individual sectors would need to undertake sector-specific studies to identify best practice and facilitate scaling-up of anti-corruption efforts. In that year, the Good Governance Sub-Sector Working Group, chaired by the Ministry of Water and Environment, commissioned a Water Integrity Study to establish how citizens in both rural and urban areas, contractors, private operators, local government officials and staff from the main water utility experience integrity in the provision of water services. The study would also facilitate development of an updated action plan to address integrity risks. This note describes the key ingredients to putting in place a nationwide good governance action plan in Uganda’s water sector, the challenges to be overcome and lessons learned to date. The implications for practice are discussed from the perspectives of policy makers, regulators and ombudsmen, development partners, water service providers and civil society actors. This provides guidance for the replication of best practice by stakeholders in other countries and sectors.
