Water managers are asked to make sure water is available in the quantities and quality needed for economic growth, and to feed a rapidly growing population and deliver water services for all. We can be somewhat reassured that many of the tools and technologies needed are available. The cause of inaction on improving water resources management is rarely that we do not know what to do. The chasm to be crossed is most often implementation. That will require capacity, coordination and substantial and sustained investment.</p>

				<content:encoded><![CDATA[<p>The quantity, quality and timing of water flows required to sustain ecosystems and the valuable services they provide are referred to as Environmental Flows. To preserve and benefit from these services, water managers must ensure that an Environmental Flow regime is maintained in rivers and wetlands.</p>
<p>This report highlights the connection between flows, ecosystem services and human well-being and concludes that environmental flows and the ecosystem services they support are critical to improve human well-being and achieving all eight of the United Nations Millennium Development Goals.</p>
