This report articulates the close link between water and the economy and makes the case that investing in water management and sanitation services is absolutely essential for the eradication of poverty and for enabling sustained economic growth. The report also brings to the forefront direct and indirect costs related to inaction, the costs of action and cost-benefit comparisons.

“Water is the dividing line”, as Kalpanatai Salunkhe succinctly put it. When viewed in terms of water, the Millennium Development Goals (MDGs) targeting poverty and hunger seem to be in direct conflict with the goal on environmental sustainability. More about water consumption and food production can you read about in this issue of Stockholm Water Front, as well as the conclusions of Stockholm Water Symposium 2003.

Improved transboundary water management (TWM) can bring benefits for poor people living within shared basins. This report explores how power asymmetry mediates the relationship between TWM and poverty reduction. It offers an essential message for those designing and leading TWM policy and projects: Failure to engage the basin hegemon constructively will hamper effective TWM cooperation, but the most effective strategy to confront power asymmetries will vary from basin to basin. Different options to provide strategic support and enable effective TWM are provided to help guide decision-makers towards the best alternatives to fit their local context.
