Dr Peter Morgan of Zimbabwe today received the Stockholm Water Prize for his life-long work to protect the health and lives of millions of people through improved water and sanitation technologies.

H.M. King Carl XVI Gustaf of Sweden presented the prize to Dr Morgan at a Royal Award Ceremony in City Hall, during the World Water Week held in Stockholm, Sweden.

Dr Morgan has spent the last four decades inventing and advancing low-cost practical solutions to provide access to safe sanitation and clean water that are being used by millions of people worldwide.

“Many currently existing solutions to provide clean water and sanitation are unaffordable, impractical and out of reach for the world’s poorest people,” said the Stockholm Water Prize Committee in its citation. “As a result of Dr Morgan’s pioneering work, countless communities now enjoy safer water, a cleaner environment and quality of life.”

On receiving the award, Dr Morgan said: “It is indeed a great honour and privilege to have been presented this unique award. Those of us who work in this vital area are uniquely privileged because we are well placed and have an important role to play in conserving, and yet delivering the most precious resource on Earth – fresh water.

Jan Eliasson, Deputy Secretary-General of the UN told the World Water Week opening session to urgently address the sanitation needs for billions of people worldwide.

The Deputy Secretary-General of the United Nations, Mr. Jan Eliasson was the keynote speaker at the official opening of the 2013 World Water Week in Stockholm.

He spoke about the urgency in addressing the sanitation needs of billions of people around the world: “More than 2.5 billion people do not have adequate sanitation – more than one third of humanity. Of these one billion people practice open defecation. This is largely a function of poverty, with serious human consequences.”

Mr. Eliasson said that “we must continue to break taboos. As was the case for the word “toilets” a few years ago. It is time to incorporate “open defecation” in the political language and in the diplomatic discourse today.”

The Liberia WASH Compact was developed as a result of a Joint Mission held in Monrovia in April 2011, supported by the Government of Liberia and the Sanitation and Water for All Partnership. Through the Compact the Government, with the support of development partners and civil society, outlined a series of commitments to ensure equitable and sustainable delivery of water and sanitation services for all Liberians. Commitments were arranged around four key thematic areas, for delivery over a two-year time period.

South Africa is a water scarce country, ranked as the 30th driest country in the world in terms of water availability. Surface water resources are almost fully exploited. Electricity generation in the country is largely dependent on coal fired power stations and the demand for electricity exceeds the available supply at times.

The Stockholm Statement – Our Goals Need Water
At the closing session of this year’s World Water Week, participants voted unanimously on a statement to the MDG Review Summit. The Stockholm Statement stipulates that MDGs cannot be achieved without giving more attention to water and sanitation as cross-cutting solutions for achieving the other goals in addition to their status as MDG targets.

Reflections on the MDG Summit
The timing could have been pure coincidence. But just one week after the UN Millennium Development Goal Summit in New York, the UN Human Rights Council recognised the right to water and sanitation as a human right.

Responsibility for water system services in a metropolitan area demands more extensive measures than just constructing and operating advanced treatment plants. It is necessary to have a good understanding of the water cycle and waters’ paramount significance in nature and society. Equally important is to take an integrated systems approach to water management in continuous dialogue with stakeholders and professionals in the area.

Access to water and sanitation as human rights has gained growing attention over the last few years at a global level, increasingly engaging the water sector and the international community in discussions regarding its content and implications. Human rights standards help orient policy-making towards focusing on the poorest and most marginalised groups in society and towards ensuring fair and equal access to water. By establishing a legal framework, defining who is responsible for fulfilling the right, and promoting pro-poor and non-discriminatory service provision, human rights standards can effectively strengthen poverty reduction efforts.

This Policy Brief aims to identify basic challenges in implementing the human right to water and sanitation, and to guide decision-makers in some of the priorities that need to be agreed to secure safe, acceptable and accessible water for domestic purposes for everyone.
