				<content:encoded><![CDATA[<p><b>The 2013 World Water Week, focusing on cooperation and partnerships, closed today with a call for the United Nations to put special emphasis on water when it considers the post-2015 global development agenda. </b></p>
<p>In over 100 seminars, workshops and events spread throughout the week, over 2,600 participants have been meeting, discussing and debating the most pressing water challenges of our time under the thematic umbrella “Water Cooperation – Building Partnerships”.</p>
<p>This Week has brought together an unprecedented number of professionals Stockholm &#8211; world leaders, government representatives, scientists, members of the private sector and civil society. Every single one of them contributes to the work toward a water wise world.</p>
<p>As input to the United Nations General Assembly later this month, the Stockholm International Water Institute (SIWI) presented the <a href="http://stockholmstatement.siwi.org/">Stockholm Statement</a> during the closing ceremony of the World Water Week in Stockholm. The Statement, a result of an open and inclusive consultation process before and during the Week, calls for a dedicated goal on water as the world body considers the post-2015 global development agenda.</p>
<p>With the close of the 2013 World Water Week, the sights are already set on 2014. Next year’s theme is “Water and Energy – Making the Link”. Speaking during the closing session, Dr Kandeh Yumkella, Special Representative of the Secretary General of the United Nations and CEO of the Sustainable Energy for All Initiative set the scene for next year’s deliberations by telling delegates that energy is inseparable from sustainable development.</p>

				<content:encoded><![CDATA[<p>Water is at the core of sustainable global development and is a cross cutting resource. Within the post-2015 development agenda water should be considered and integrated into all relevant areas, such as energy and food security. Given the centrality of water for individuals, ecosystems and economic development, water is a powerful tool for cooperation across borders, sectors and communities.</p>
<p>As an outcome of broad consultations prior to and during the 2013 World Water Week in Stockholm, we call upon the United Nations and its Open Working Group to propose a Sustainable Development Goal on Water.</p>

<p>Outside of his adopted Zimbabwe and the international community of water and sanitation professionals, Dr. Peter Morgan’s heroism is likely relatively unknown to most. He applied his brilliance not to what most pursue as the forefront of innovation, but instead to the backlog of science – the neglected art of creating technical solutions to better the lives of the least affluent so that they can afford access to the simple necessities of clean water to drink and a functioning latrine so they can safely relieve themselves in dignity. In so doing, Dr. Morgan has developed solutions that protect the health and lives of millions of people and has become the very worthy recipient of the 2013 Stockholm Water Prize, which he will receive on September 5 during the World Water Week in Stockholm. At the closing session of this year&#8217;s World Water Week, participants voted unanimously on a statement to the MDG Review Summit. The Stockholm Statement stipulates that MDGs cannot be achieved without giving more attention to water and sanitation as cross-cutting solutions for achieving the other goals in addition to their status as MDG targets.</p>
<p><strong>Reflections on the MDG Summit</strong><br />
The timing could have been pure coincidence. But just one week after the UN Millennium Development Goal Summit in New York, the UN Human Rights Council recognised the right to water and sanitation as a human right.</p>

The recommendations presented in this policy brief insist on that the link between economic growth and water degradation must be urgently broken and that policy, planning and implementation must be based on integrated solutions with focus at stakeholder participation.</p>
