				<content:encoded><![CDATA[<p>A sense of optimism pervaded the 2007 World Water Week in Stockholm because of some progress on most water-related fronts. However, pessimism held court as well since the serious gravity of the worlds water, environment and human development crises. Those 2,500 experts and some 140 organisations assembled, discussed and delved deeper into an array of issues  from bioenergy to water rights  via nearly 80 separate sessions. Their conclusions and recommendations as summarised in this report should be taken to heart and used to jump start action.</p>

Although benefit sharing has worked in some basins due to bi- and multi-lateral agreements, improved institutions, and strong basin organisations, the theory provides one reality while lifes lessons often provide quite another.</p>
