			<content:encoded><![CDATA[<p>SIWI share its view on the World Bank report Water Resources Strategy and concludes that it is a step in the right direction in this issue of Water Front. The positive aspect of the report is the nuanced approach to infrastructure needs, the strong stress given to institutions, and the attention  although still weak  to land/water linkages. However, it is disappointing how weak other perspectives remain, in particular what happens to water after use.</p>
